How about this instead of either a playoff or the maintenance of the current system:
National Championship Game: BCS #1 vs. #2
Rose Bowl: #3 vs. #4
Fiesta Bowl: #5 vs. #6
Orange Bowl: #7 vs. #8
Sugar Bowl: #9 vs. #10
The four static bowls could shift pairings each year to share interest and ratings. There would be no conference ties or quotas or caps. If your conference doesn't have a Top 10 team, your conference doesn't make the BCS. If three mid-major schools are in the Top 10, then three mid-major schools make the BCS. If the Big XII South has four teams in the Top 10 with a North team in there as well, then five Big XII teams make the BCS.
You can't really say conference strength affects this much. The SEC will have two Top 10 teams this year barring something catastrophic, and the Big XII South could have four and Missouri could sneak in with a Big XII CG win and some other teams losing. If USC and Penn State can chew up their weak conferences then they'll still make it.
It's simple.

never happen. the other “conferences” who have a say in it stand to lose much $$. That’s got no bid to “tradition”, either, so the bowls won’t be happy.

I will say this. They either need a playoff system or revamp the current BCS system. I like the original post a lot. Seriously, a 9-3 ACC or BigEast team is going to a BCS game where a 10-1 Big12 team is not. Hmmm..

I heard the Big XII commish on the Ticket state that if it was just about money, it would be foolish not to have a playoff. He said they could have negotiated double out of ESPN for the TV rights. He claimed the reason for no playoff or other revamping is to prevent the “entertainment factor” from taking over the student-athlete and education initiatives of the schools. Seriously? What a stupid comment. The BCS is nothing but a football championship tool. To claim academics and education as the reason for no playoff is stupid.

Especially since students aren’t even in school for bowl season.
And especially since you could have a 32-team playoff with an off-week between conference championships and the first round, and it would still end the same week as the BCS Championship game. Or you could have a twelve-team playoff with numbers 1-4 getting byes in the first week. The lesser bowls could go on normally.
